Sir William Peel spoke to me

yesterday about the Hong Kong Police Force and in

particular about the filling of the post of Deputy

I.G.P. which has become vacant by the retirement

of Mr. Wolfe and the promotion of Mr. King. Sir W.

Peel expected that Mr. King would recommend the

promotion of Mr. Burlingham for the Deputyship and

this would be supported by Sir W. T. Southorn. Sir

William Peel himself was rather doubtful about the

advisability of this step. He described Mr.King

as efficient but not a particularly strong man

and said it was very important that he should have

strong and efficient backing from his No.2.

He doubted whether Mr. Burlingham would really fill

up to a point the bill as Deputy. He said he was efficient and

mentioned specially the Police arrangements at the

Jubilee, which were admirably managed by

Mr.Burlingham.

At the same time he described him

"as a bit of a bully", and said he was also hampered

by delicate health. For all these reasons he

thought it might be a good thing to bring in a really

good outsider. He did not think that the absence

of local knowledge would be a fatal obstacle, but he

suggested that if we could find a good man in Malaya

who was used to dealing with Chinese it would be

an advantage. He also suggested that we might

consult Mr. Wolfe. I gave no definite answer to

this proposal and should like to know what the

Department think of it.

As regards other Police Officers he

mentioned Mr. Perdue as we experienced in the technicalities of Police work especially C.I.D. but
